Under what circumstances would someone want to have a truce? The quick answer is they may feel the end is near. I think that is incorrect. That would cause someone with a suicidal mindset like Osama bin Laden to become more aggressive, not less. The correct answer is he sees his efforts are fruitless. Why? President Bush. He knows that Bush will not give up. He doesn't care about low poll numbers, winning elections, what Europeans think of him, or anyone else for that matter. George W. Bush cares about one thing: the global war on terror. For him, it's why he is President and it's his singal focus. After 4 years, America has not backed down from anyone and will not as long as we have a president with steel for a backbone.
